Digital marketing strategy governance: the items a quarterly checklist should cover

A quarterly governance guide for digital marketing strategy: positioning, claim register, channel roles, stop rules, measurement definitions and agency exit terms.

What to take away

  • A strategy checklist is a governance document, not a launch document. It gets signed quarterly, not once.
  • Every claim you publish needs a source, a date and an owner in a claim register before it reaches an ad.
  • US endorsement disclosure is governed by 16 CFR Part 255. Read the current text; do not rely on a summary.
  • Agency contracts should name the exitwho keeps the ad accounts, the domains and the creative files.
  • Accessibility is checked against WCAG 2.2 success criteria, not against a vendor's audit badge.

This digital marketing strategy checklist covers the decisions that outlive a single campaign: positioning, channel roles, measurement definitions, agency terms and the quarterly review that keeps them honest. Campaign launch gates belong in a separate document.

Set the review cadence first

Four review loops

  1. Daily
    operations
  2. Weekly
    hypotheses
  3. Monthly
    cohort economics
  4. Quarterly
    strategy review

Pick the cadence before you write the first item, because each item belongs to exactly one of those four loops. An item with no loop attached gets reviewed never.

The four loops are daily, weekly, monthly and quarterly. Daily covers delivery and spend checks. Weekly covers creative and placement. Monthly covers measurement definitions and the claim register. Quarterly covers positioning, channel roles, agency terms and the gate record.

The governance record is signed quarterly by default. Move a category to monthly when the offer, the economics or the claims move faster than a quarter. Move it to annual only when the market, the offer and the rule set are stable, and record who approved that longer interval.

Positioning and the claim register

Write the category, the audience, the problem, the distinct value and the mechanism. Then write the limitation. A positioning statement with no stated limitation cannot be checked.

Claim register row fields

  • Claim
  • Source
  • Date
  • Conditions
  • Owner
  • Channels allowed to use it

Maintain a claim register. One row per claim: source, date, conditions, owner, and which channels may use it. A claim without a source does not get published, and a claim whose conditions changed gets pulled.

A worked example row, with placeholder entries rather than verified results:

Field / Example entry

Conditions
Mid-market accounts, 50 to 500 seats
Owner

Channel roles and stop rules

Give each channel one primary job, an audience condition, an owner, a destination, a budget and a stop rule. The stop rule matters most. Without it, a channel that never worked keeps its budget because nobody agreed in advance what failure looks like.

Sample stop rule: Pause paid social if cost per qualified lead stays above the agreed threshold for two consecutive weeks, or if any ad claim lacks a current register row. The pattern is [metric] worse than [threshold] for [number of cycles], then pause and move budget to [named channel].

Label sponsorships, affiliate relationships, creator deals and native placements clearly and in the same place the audience sees them.

Destinations and the handoff

Test the mobile path, keyboard navigation, focus order, and readable text. Also test media alternatives, forms, error states, and confirmation screens. Test them on the devices your buyers actually use.

Define consent, timing, owner, acceptance, suppression and escalation at every handoff between marketing and service. The W3C Privacy Principles give shared vocabulary for this and warn against pushing privacy work onto individuals. Those concepts also shape digital customer journeys, where consent has to match what customers experience rather than what the diagram says.

Measurement definitions that survive a change of vendor

Define qualified response, first value, revenue, contribution, retention and customer outcome in writing. For each metric record the formula, the cohort, the exclusions, and the source. Also record the attribution model, the latency, and the owner.

Platform documentation defines its own events and settings. Your business outcomes and your legal obligations stay yours.

Accessibility reference

W3C's WCAG 2.2 quick reference lists success criteria and techniques by level and topic. Work from the normative standard plus current supporting guidance, automated checks, manual testing and evaluation with real users.

A marketing site must check at least these criteria:

  • Contrast1.4.3 Contrast (Minimum) and 1.4.11 Non-text Contrast.
  • Focus2.4.7 Focus Visible and 2.4.11 Focus Not Obscured (Minimum).
  • Forms1.3.1 Info and Relationships, 3.3.1 Error Identification, 3.3.2 Labels or Instructions, 3.3.7 Redundant Entry and 3.3.8 Accessible Authentication (Minimum).
  • Media alternatives1.1.1 Non-text Content, 1.2.2 Captions (Prerecorded), 1.2.5 Audio Description (Prerecorded) and 1.4.2 Audio Control.

Target Size (Minimum) 2.5.8 also applies to buttons, links and form controls.

Agency terms and the exit

Name the agency accountable for delivery in the approval record, and name the exit terms in the contract. The digital marketing agencies you shortlist should be able to show how accounts, domains, billing, data, creative files and administrative access return to you if work stops.

That conversation is cheaper before signature than after.

Endorsements in the United States

The federal Endorsement Guides in 16 CFR Part 255 cover endorsements, material connections and clear disclosure. Read the current text and confirm market-specific requirements with a qualified attorney for your own content.

Software and supply chain

The CISA software acquisition fact sheet covers development practice, supply-chain exposure, deployment and vulnerability management. Those questions belong in a vendor review. They are not a substitute for your own security or legal sign-off.

Approval expires when the offer, the target market, the claims, the data use or the economics materially change. Record the approver, the evidence reviewed, the unresolved risks, and the start date. Also record the maximum spend, the pause authority, and the next review date.

Common questions

Who owns the strategy checklist?

One accountable leader coordinates it. Named functional owners approve their own claims, data, accessibility, systems, service and economics. Ownership without a name is not ownership.

How often is it reused?

Quarterly at minimum, and immediately after a material change: a new market, a new offer, a tracking change, an agency transition or a shift in unit economics.

What is the difference between this and a campaign checklist?

This governs positioning, channel roles, measurement definitions and agency terms across quarters. A campaign checklist governs launch gates, preflight tests and closure for one campaign.

Does a checked box mean the strategy works?

No. A checked box means someone recorded evidence and an owner. Validate the plan against qualified customer behavior and unit economics, and revisit the definitions when the data stops matching them.
